PVLAD and PVSSD Meeting: Minutes of the Meeting held on January 3, 2024

January 3, 2024

Attending Board Members: Frank Davie, Chairman (excused); Allen Cannon, Vice-Chairman; Herman Nordbruch; Mike Stucki (excused); Bob Dalley

Welcome, Prayer & Pledge of Allegiance:  Meeting called to order by Allen.  Bob provided the prayer, and Herman led the pledge.

Pine Valley Overlay Business:  No requests or applications.

December 2023 Meeting Minutes:  Bob approved the minutes, Herman seconded, and all in favor.

Board Member Reports:

Bob reported the traffic and the trends.  Traffic is decreasing, with fewer cars and faster speeds.

Herman reported the crimes, and the bookings were within high and low limits.  There was nothing significant to report.

Community Watch:  Gene mentioned a meeting on January 13th at 4:00 p.m. at the fire station.  He invited a few Santa Clara guests working on their own Community Watch.  Currently, 101 families are involved in the valley.  Allen mentioned he would send an invitation to the Sheriff.

Sheriff’s Office Review:  Nothing to report.

Community Center:  Allen reported he had a conversation with the Forest Service regarding the property behind the fire station for a community center.  They are interested in trading property with the county.  Allen reached out to Commissioner Snow and scheduled a meeting regarding the property.  He mentioned that if the county gets the property, the funding will be more accessible for us toward the community center.

Treasurer Report:  Rick reported the financials for December.  Bob approved the financials, Herman seconded, and all in favor.

Citizens Request:  None

Welcome:  Meeting called to order by Mary Esther

December 2023 Meeting Minutes:  Bob approved last month’s minutes, Herman seconded, and all were in favor.

Board Member Reports:

Bob discussed the Mountain SSD consolidation.  Central wants to remove itself from the Northwest SSD and push the county to finalize the organization of the Mountain SSD.

Herman mentioned that Gold Cross Ambulance service is now contracted with the NWSSD to service Veyo.

Fire Chief Report:Robert reported there are currently 30 volunteer firefighters. Last month, there were 4 EMT calls, one in Central and the rest in Pine Valley.  There were no fire callouts.  He reported 305 training hours.

He mentioned that higher materials, labor, and scope expansion cost the fire department radio room more than expected. Bob made a Motion, which was seconded by Allen, to approve the cost overrun. The motion was approved unanimously.

Mark and Toni Rose are our new EMTs and are finishing up their Advanced EMT exams.  Claudia Davis is finishing her EMT class.  Robert congratulated and thanked them for their incredible dedication, work, and sacrifice.

Robert encourages residents to have a carbon monoxide monitor for safety.

Short-Term Rental (STR) Fire Inspections:  Robert, Tom, and Mark Owens submitted their proposal for the inspections to the county.

Treasurer Report:   Rick reported the December financials.  Rick discussed that the cash on hand this year is less than last year due to a drop in impact fees.  Money was spent on tires, radios, and wiring for the trucks.  He mentioned the fire department radio room is costing more than expected.
