December 6, 2023
Attending Board Members: Frank Davie, Chairman; Allen Cannon, Vice-Chairman; Herman Nordbruch, Mike Stucki, Bob Dalley

Welcome, Prayer & Pledge of Allegiance:  Meeting called to order by Frank.  Bob provided the prayer, and Mike led the pledge.

Pine Valley Overlay Business and Code Enforcement:  No application.  No discussion on code enforcement.

November Meeting Minutes:  Bob approved the minutes, Herman seconded, and all in favor.

Board Member Reports:

Frank noted the community Christmas party is scheduled for Saturday evening.

Bob reported the traffic and the trends.  Traffic is trending down compared to 4 years ago.  No major concerns.

Herman reported the bookings, releases, and population at the Purgatory Correctional Facility are within normal parameters.  Herman commented that the county budget 2024 included an annex to the Purgatory Correction Facility, including a medical wing.

Mike mentioned the five-county is encouraging COVID-19 vaccines and flu shots.

Community Watch:  Gene reported that two new signs went up today.  He is requesting three more signs for replacements and a spare for approximately $90 a sign.  Bob approved, Allen seconded, and all were in favor of no more than $400 being spent on signs.  Gene presented the Community Watch program to Santa Clara, who wants to get on board with the program.  Gene and Herman are working closely with partners on SR-18.  A call to action will take place on January 13, 2024.

Sheriff’s Office Review:  Allen and Tom discussed the suspicious person in the valley from October.  All suspicious activity or events must be reported.

Community Center:  No action or discussion.

Treasurer Report:  Rick reported the financials for November.  The damaged sign insurance payment was settled.  Bob approved the financials, Herman seconded, and all in favor.

2024 Budget:  The board reviewed the final budget.  Bob approved the budget, Mike seconded it, and all in favor.

Citizens Request:  None

Welcome:  Meeting called to order by Bob

November Meeting Minutes:  Allen approved last month’s minutes, Herman seconded, and all were in favor.

Board Member Reports:

Bob and Steve commented on consolidating the special service districts along SR-18 communities.  A meeting was held the previous week in Central.  The counites deputy attorney, Adam Snow, attended and mentioned that the southern area of SR-18 does not want to consolidate.  At this point, the consolidation of the SSDs is currently on hold.

Fire Chief Report:Tom reported the statistics for the fire department last month with thirteen EMS calls, one fire call in Pine Valley, and one cell phone call on Pine Valley highway: 101 volunteer man hours and 26 equipment hours. Training hours for November included 342, which mainly included EMS school training.  Volunteer hours for maintenance, equipment, installation, etc., included 61 hours.

The board and Steve discussed the Pine Valley Fire Department land swap with the county.  Allen to get with the forest service and county regarding the land swap to move the process along.

Short-Term Rental (STR) Fire Inspections:  Tom updated the board on the STR fire inspection progress.  Currently, the Pine Valley requirements and rules are being reviewed and edited.  Tom commented on some of the requirements that will be required and the cost.

Treasurer Report:   Rick reported the November financials and answered questions from the board regarding the current and 2024 budget.

2024 Budget:  The board reviewed the final budget. If the SSDs consolidate, Rick mentioned we can re-submit a one-time change to the budget filed with the state.  Allen approved the budget, Herman seconded and all in favor, with the amended motion to reopen the budget no later than March 1, 2024, if conditions warrant.

The next scheduled PVSSD meeting will be on January 3, 2024.
