September 7, 2022

Attending Board Members: Frank Davie, Chairman; Allen Cannon, Vice Chairman; Herman Nordbruch, Mike Stucki

Excused Board Member: Bob Dalley

PVSSD Assistants:  Rick Peetz, Treasurer; Steve Shakespeare, Fire Chief; LaDawn Christensen, Secretary; Emily Nielson, Overlay Zone Advisor

Attending Guests: Gene Phillips, Mary Esther Putnam, Dwayne & Laura Lee, Claudia Davis, Brian Davis, Alan Empey, Claudia Empey

Welcome:  Meeting called to order by Frank.  Prayer given by Allen, and Pledge of Allegiance led by Herman.

Pine Valley Overlay Business:  Dewayne Lee and Alan Empey requested building permit approval by the board this month. Frank went through the Building Permit Checklist with each request, and along with Emily discussed the Pine Valley Overlay recommendations.  Each request was approved, and impact fees were paid by both parties.

Minutes from August 2002:  Allen moved to approve the August 2022 minutes, Herman seconded, and all in favor.

Board Member Reports:

Frank reported beginning September 1st the flu shoot is available at Intermountain Healthcare.

Allen reported a Veyo community meeting regarding the Community Watch Program was held.  Herman and Gene presented.  It was well attended, and Sheriff Aaron Thompson attended.  The sheriff is aware that communities want a safe area.

Rick mentioned that Radar #4 traffic sign is not working and is in the process of being fixed.

Herman reported the county crime report.  The county arrest bookings are within historical parameters in the last 5 days, no significant arrests, notable convictions, or significant crimes to report in the county or Pine Valley.  Herman mentioned that Veyo has had some home thefts during daylight hours.  He suggests being on the lookout for suspicious activity.

Community Watch:  Gene mentioned a call-to-action radio test will be held September 18th.  He requested approximately $749.00 for a battery backup for the repeater.  Allen proposed and approved the request, Mike seconded, and all in favor.

Pine Valley Dump:  Nothing to report.

Treasurer Report:  Rick presented financial report.  Allen approved, Herman seconded, and all in favor.

Citizens Request:  No requests.

Welcome:  Meeting called to order by Mary Esther.

General Business:  Herman moved to approve the August 2022 meeting minutes, Mike seconded, and all in favor.

Board Member Reports:  Mary Esther reported that a meeting was held regarding the counties ongoing effort to consolidate Central and Pine Valley SSD’s.  Currently, the discussion is Pine Valley, Central and the unincorporated area of Enterprise will be combined as one SSD and be titled Western Mountain Special Service District.  Target date for the change is January 1.  Two board members will be selected from Pine Valley.  Rick is in conversations with Brenden Moody the Enterprise Fire Chief regarding the specifics.  Steve asked how the PVLAD will be funded.  Rick will be discussing with the county.

Enterprise Ambulance Agreement:  An updated ambulance has been delivered to Pine Valley and is currently operational.

Mail Building:  No updates

Fire Chief Report:  Six incidents since the last meeting.  Five EMT calls, with two in Pine Valley.  Robert mentioned an upcoming EMT class will be held in Enterprise starting in October.  If anyone is interested, contact Robert or Brenden Moody in Enterprise.

Treasurer Report:  Rick presented August financials.  They were approved by Mike, seconded by Herman, and all in favor.

Citizen Requests:  None

The next scheduled PVSSD meeting will be October 5, 2022.
