Pine Valley Special Services District Meeting (PVSSD): Minutes of the Meeting held on September 2, 2020

Attending Board Members: Mary Esther Putnam, Chairwoman; Rick Peetz, Treasurer; Steve Shakespeare, Fire Chief; Kelly Poling, Secretary; Allen Cannon, Herman Nordbruch, Bob Dalley, Larry Gardner

Attending Guest: Emily Neilson, Frank Davie, Jack Rolfe

General Business: Herman led the prayer and Larry led the Pledge of Allegiance. Meeting called to order by Mary Esther. The August 5th minutes were motioned to accept by Bob, seconded by Alan, and all in favor.

Building Permits: Six building permits were issued this month.

Board Member Reports: Discussion regarding the consideration of consolidating special service districts or incorporation of Pine Valley. Board discussed which option will give Pine Valley the most control over new growth and which would be the most economical for PV.  State feasibility study will likely need to be conducted.

Funding options were discussed regarding the 2 partially gifted lots.

Board agreed tree over Main Street will be trimmed to remove dead limbs.

Fire Chief Report: Nine incidents reported, five were cancelled. Gardner Peak fire determined to be human caused.

Treasurer Report: Rick presented the PVSSD Profit and Loss August 2020, P & L Detail August 2020, Profit & Loss Budget vs. Actual Jan.-Dec. 2020, Prev Year Comparison as of September 1, 2020, and Impact Fee Revenue Reports FY End Dec 31, 2020.

Increase in impact fees this month. New radio vests were purchases for the fire department’s modernized radios.

Financials motioned to accept by Allen, 2nd by Bob, all in favor.

Citizens Report: Emily Nielsen updated board that PV Legacy project has yet to submit application to county and will not be on their October agenda. She had conversation with Virgin mayor who is willing to meet with the board to discuss their similar experience with regard to consolidation or incorporation.

The next scheduled PVSSD meeting will be October 7, 2020.
