October 5, 2022

Attending Board Members: Allen Cannon, Vice Chairman; Bob Dalley, Herman Nordbruch, Mike Stucki

Excused Board Member: Frank Davie, Chairman

PVSSD Assistants:  Steve Shakespeare, Fire Chief; LaDawn Christensen, Secretary; Emily Nielson, Overlay Zone Advisor

Excused PVLAD Assistant: Rick Peetz, Treasurer

Attending Guests: Gene Phillips, Mary Esther Putnam, Brian Davis, Cheryl Davis, Claudia Davis, Audrey Krohn, Duane Khron

Welcome:  Meeting called to order by Allen.  Prayer given by Emily, and Pledge of Allegiance led by Mary Esther.

Pine Valley Overlay Business:  No requested permits. Emily presented the revised “Project Information Sheet” and the updated “internal use only” Building Permit Checklist.

Minutes from September 2022:Bob moved to approve the September 2022 minutes, Herman seconded, and all in favor.

Board Member Reports:

Allen reported the Pine Valley electronic street signs are currently in the process of being recalibrated.

Herman reported the county crime report. The county arrest bookings are within normal parameters in the last 5 days. Currently, Purgatory has had record releases, that puts the facility within historical parameters. Significant conviction in the last month of an arsonist convicted of a 2nd degree felony arson for damaging 3 church fires and leading police on a 40-mile chase. A cow was hit and killed on the evening of Sep 23rd on Pine Valley Road mile marker 4, and mid-morning on Sep 24th it was reported the cows backstrap was in the process of being removed by individuals with Nevada plates. No known arrests.

Mike reported the county was granted 23 million for grants and loans for 2023. The majority are for fire stations.

Community Watch:  Gene reported a call-to-action radio test will be held October 15th. The repeater is now equipped with a backup battery that was approved last month.

Pine Valley Dump:  No issues or concerns.

Treasurer Report: Rick will present September financials for approval in the November 2nd meeting.

Citizens Request:  No requests or issues.

Board Member Reports: No reports.

Special Service District Consolidation: Washington County Commissioners meeting with the current SSD board members Oct 25th

Mail Building:  No updates

Fire Chief Report:Four incidents since the last meeting. Three EMT calls, with one in Pine Valley. Fire Chief Steve Shakespeare will retire as chief October 27. He will continue volunteering on the fire department. The board thanked him for his exceptional service to the community. Robert Hardy will be the new fire chief.

Treasurer Report:  Rick will present September financials in the November meeting.

Citizen Requests:  None

The next scheduled PVSSD meeting will be November 2, 2022.
