May 3, 2023

Welcome:  Meeting called to order by Frank.  Prayer was given by Frank, and the Pledge of Allegiance was led by Bob.

Pine Valley Overlay Business:  No requests this month.

Minutes from April 2023 Meeting:  Herman approved the minutes, Bob seconded, and all were in favor.

Board Member Reports:

Allen commented that Community Watch is part of the sheriff’s office report and suggested it be combined.  Going forward, both will be combined on the agenda and discussions.

Bob discussed the traffic with the two working electronic traffic signs.  Nothing significant.  Two out of the four signs are damaged due to the weather and require repair or replacement.  Rick will check with insurance about replacing them.  The electronic signs are about $5,000 apiece.

Herman reported the county crime report.  He mentioned an article regarding stolen wallets in major stores in St. George.  Purgatory bookings are within normal parameters.

Community Watch:  Gene reported that Herman found an FM transponder radio that could be used for backup emergencies.  Gene purchased the radio, and they are testing it.  Allen made a motion to reimburse Gene for the FM radio, Bob seconded, and all in favor.  Gene will be calling block captains to determine who has radios and other equipment.  New and more secure Community Watch signs will be replaced soon.

Mail Building:  Allen is coordinating a date with Forest Service Ranger regarding Forest Service property and approval for a building.

Treasurer Report:  Rick presented financials.  Allen approved the financials, Herman seconded and all in favor.

Citizens Request:  No requests.

Minutes from April 2023 Meeting:  Bob approved the minutes, Herman seconded, and all were in favor.

Board Member Reports:  Mike reported the county is working on improving our weather-damaged roads and culverts.

Herman reported that he and Steve went to a meeting in Brookside regarding the fire department issues in Central.  An additional meeting will be held in Central on May 8th.

Bob attended the water irrigation annual meeting.  The backup generation project has been delayed, however, they mentioned wiring and preparing it for any possible future use.  They discussed water rates; no motion was made to raise or change the rates.  The last rate change was in 2010.

Fire Chief Report:  Deputy Chief Tom Nielsen reported the fire and EMS calls in April.  Three EMS calls and one Public Assist call for sandbagging at the dump.  Ice Rescue Training at the Pine Valley Reservoir was successful, and a few agencies assisted and observed.

Treasurer Report:  Rick presented the financials.  Bob approved the financials, and Allen seconded, all in favor.  Rick mentioned that no Pine Valley building permits have been issued so far this year.  He asked the board if the fire department could have credit cards for each vehicle to use for fuel.  Currently, Veyo bills the department for fuel, but that is no longer an option.  Bob approved the credit cards, Allen seconded, and all were in favor.

The next scheduled PVSSD meeting will be on June 7, 2023.
