June 7, 2023

PVLAD Assistants:  Rick Peetz, Treasurer; LaDawn Christensen, Secretary; Emily Nielson, Overlay Zone Advisor

Welcome:  Meeting called to order by Frank.  Prayer was given by Mike, and the Pledge of Allegiance was led by Herman.

Pine Valley Overlay Business:  Scott Benson presented the plans for a garage on Sage Rd.  The Overlay Zone was discussed.  The board approved the plans, and the impact fee was paid.

Minutes from May 2023 Meeting:  Allen approved the minutes, Herman seconded, and all were in favor.

Board Member Reports:

Rick mentioned one electronic traffic sign is inoperable. He will be filing an insurance claim. He will be looking at other electronic sign companies that are more available and easier to work with. Currently, 2 signs are up and running, and 2 are down.

Mike reported that a COVID booster is available.

Herman reported the county crime report.  No reported activity in Pine Valley and nothing was out of the ordinary last month in the county.

Community Watch:  Gene reported 92 families are involved in the program.  The FM station has been tested and working.  New and secure Community Watch signs will be replaced soon.

Mail Building:  Allen and Frank met with Forest Services, and they reviewed the property and elevation for the potential mail/community building.  A new ranger is coming to the area and will meet with Allen and Frank for another conversation regarding the building.  The conversation was favorable and positive.

Treasurer Report:  Rick presented financials.  Allen approved the financials, Herman seconded and all in favor.

Citizens Request:  Emily mentioned the county commissioners will be meeting regarding the short-term rentals on June 13th at 1:30 p.m.  She encourages residents to attend.

Minutes from May 2023 Meeting:  Herman approved the minutes, Allen seconded, and all were in favor.

Board Member Reports:  Mary Esther mentioned the Dixie Power Annual Meeting held in Beryl was well represented by Pine Valley residents.  Rick mentioned the hurdles and challenges facing power companies in the future.

Fire Chief Report:Robert presented the fire and EMS report for May with 5 EMS calls, 3 in Central and 2 in Pine Valley.  George Cropper is retiring after numerous years of volunteering for the Pine Valley Fire Department.  Wildland Fire training was held the previous Saturday.  June 15 will be landing zone helicopter training with Mercy Air from Mesquite, NV.  Robert announced that the state will require new radios that will cost the SSD up to $48,000 to comply.  Additional information is coming.

Mark Owen’s presented the asphalt and concrete replacement bids for the front of the fire station bays.  Three companies provided a bid.  The board discussed the amounts and the current budget. Allen moved to accept Big Reds Asphalt’s bid, and Herman seconded, all in favor.  A special thanks to Mark for his work on this project.

Treasurer Report:  Rick presented the financials.  $2,400 was spent on the fire station’s leaky roof.  Rick sent out 75 late notices to residents who have not paid their annual assessments.  Allen approved the financials, and Herman seconded, all in favor.

The next scheduled PVSSD meeting will be on July 5, 2023.
