July 5, 2023

Welcome:  Meeting called to order by Frank.  Prayer was given by Bob, and the Pledge of Allegiance was led by Allen.

Pine Valley Overlay Business:  Frank brought up the group discussed the lack of building or home sales this year. Only one permit was issued for a garage.

Minutes from May 2023 Meeting:  Herman approved the minutes, Bob seconded, and all in favor.

Board Member Reports:

Frank discussed the 4th of July parade, the program and participation and how well it went.

Bob discussed the electronic traffic signs, asked if we could fix #1 sign. Rick said that it was destroyed but he had filed a claim with our insurance for it.

Herman reported the county crime report. He mentioned that people are not locking their car doors.

Community Watch:  Gene discussed the current updates with the program and the radios. Twenty-eight new people and it is up to 99 families.  A radio class was held in June.  A call-to-action test will be held July 8th, where they will also test the FM radio station.  The FM station is 96.1.  Frank mentioned the HAM radio system is tested twice a month. During any catastrophe, we would be able to communicate with the world.  Gene will be testing and calibrating the Geiger Counters. Gene asked if the sign near the chapel for flyers could be moved, and the board suggested it stay for information for entry into the valley.

Mail Buildings:  Allen mentioned that the new forest service ranger is in place, but not up to making any decisions regarding the property for the proposed mail/community building.

Treasurer Report:  Rick presented financials and answered questions. The accountant finished the audit, and it was submitted to the state and county. Bob approved the financials, Herman seconded and all in favor.

Citizens Request: Rick Albee discussed the winter access problems on Oakridge Drive. He will provide pictures and additional data.  They need access 100% of the time, it’s a life hazard, and asked the board to approach the county.  Mary Esther will discuss this with the county.  Mike is concerned the street is too complex to make any improvements.

June 2023 Meeting Minutes:Herman approved the minutes, Mike seconded, and all were in favor.

Board Member Reports:  None

Bob DalleyBob presented a plan by the Pine Valley Dinner Committee to pave the large area west of the fire station to help access to the mail buildings.  The committee was considering offering $20,000 of the asphalt and possibly a bit more after the August dinner.  He asked the PVSSD to help with funds as it was also a benefit to the fire department for the paving.  A long discussion happened about the benefits and should we also pave the area around the back apron of the station.  The decision was reached to pave the entire above-mentioned area and work with the dinner committee to fund pavement project.  Mike approved the request, Herman seconded and all in favor.  Mark Owens will get the quote to pave the requested area and the fire station’s back bay areas.

Fire Chief Report:Robert presented the fire and EMS report for June with 4 EMS calls, two in Central and two in Pine Valley.  One EMS call in Pine Valley was a Pine Valley ambulance transport to St. George Regional Medical Center.  Central is staffed with 10-40 personnel.  Pine Valley EMS still responds to Central.

Treasurer Report:  Rick presented the financials.  The audit is completed and has been recorded to the state and county.  Expense issues, repair costs, all fire and EMS units serviced.  Fees for accounts went through and $75 was over budget.

Citizen Requests:  Gene discussed the Community Watch radios.

The next scheduled PVSSD meeting will be on August 2, 2023.
