Pine Valley Special Services District Meeting (PVSSD): Minutes of the Meeting held on January 9, 2019

Attending Board Members:  Mary Esther Putnam, Chairwoman; Bob Dalley, Dave Codding and Allen Cannon

Also Present:  Steve Shakespeare, Fire Chief; Rick Peetz, Treasurer; Rachel Carignan, Secretary

Absent:  John Nichols

Guest:  Frank Davie, Ford Northington, Herman Nordbruch, Gerald Schiefer, Larry Gardner, Laurett Winterton, Duane Krohn, Audrey Krohn, Dan Brown and Gary Manning

General Business Mary Esther called the meeting to order at 6:00 pm.  Allen led the prayer, and Steve led the Pledge of Allegiance.

The minutes of the December 5, 2018 meeting were read by each Board Member.  Allen motioned to accept the minutes, Bob seconded the motion, and all were in favor.

Building Permits to Review   There were no building permits to review.

Board Member Reports   Allen told us about the Boy Scout yearly outing in the Park.  Mary Esther has had several questions about trailers parked next to their houses in the Valley.  She spoke with Steve about this and they decided to just refer everyone to Washington County with their questions. Dave asked how the speed signs were coming?  Rick said the two signs ordered, bought and paid for in 2018 were on the way.

Fire Chief Report   Steve went over the nine incidents in the last month.  He then brought up the problem of lack of space for packages in the Post Office.  He talked to the Postmaster and if we make the boxes, the Post Office will provide the locks.  Allen, Steve, Bob, Duane Krohn, Frank and others will form a committee to work on this problem.  Steve presented a map of the needed fire hydrants in the valley. He had contacted Ron Whitehead who is over Streets for the County to inform him what he is doing.  Steve will put out bids on the 13 fire hydrants on the west side.  He has 5 more needed hydrants in the rest of town if there is enough money.  The Board has already approved up to $75,000 for the fire hydrants.  Rick has applied to the Five County for a grant to help pay for the hydrants and one for a community center.

Treasurer Report   Rick read and explained the “Profit and Loss Sheet” dated December 2018, the “Profit and Loss Detail Sheet” dated December 2018, the “Statement of Cash Flows” dated December 2018, the “Profit and Loss Budget vs. Actual Sheet” dated January through December 2018, the “Balance Sheet Previous Year Comparison” dated As of December  31, 2018, the Edith Green Fund “Profit and Loss Sheet” dated January through December 2018, the Edith Green Fund “Profit and Loss Detail Sheet” dated January through December 2018 and the Edith Green Fund “Balance Sheet” dated as of January 4, 2019.

Bob mentioned that Rick was doing a good job with the financials.  Everyone agreed.  Rick talked about some of the changes he had made in the reporting of the financials.  Financials were motioned by Bob, seconded by Allen and all were in favor.

Larry Gardner reported on water improvements.  They are planning a new well and will report as that moves forward.

Bob motioned to adjourn at 7:20 pm. Allen seconded and all were in favor.

The next scheduled PVSSD meeting will be February 6, 2019 at 6:00 pm
