Welcome, Prayer & Pledge of Allegiance:  Meeting called to order by Frank.  Frank provided the prayer, and Allen led the pledge.

Pine Valley Overlay Business:  Aaron Sandvik requested the board approve the overlay for a barn to be built on his property.  Mike pointed out that the building may not be permitted by the county since a single-family residence is not on the property.  The board approved the barn and Aaron paid the impact fees.

Emily reported the county updated the Short-Term Rental (STR) codes.  The county’s main goal is to have the STRs be more consistent with a normal neighborhood.  Most specifically noted is all STRs must have an annual fire inspection.  It will be addressed in the PVSSD meeting.

Minutes from July 2023 Meeting:  Herman approved the minutes, Allen seconded, and all in favor.

Board Member Reports:

Bob mentioned the electronic traffic sign traffic and the amount of traffic is much lower than in the past two years.  80% of the traffic is 30 mph or lower.

Herman reported the county crime report, nothing out of the ordinary.

Community Watch:  Gene discussed the current updates to the program and the radios. The program in Pine Valley now has 100 families.  The FM station has been tested, and he suggests it can be used for events.  He noted that if the repeater fails on the west side of the valley, the FM radio can be used.  He proposed a backup FM transmitter, cables to connect the transmitter, flash drives to record different radio programs, and two microphones to connect to the transmitters at approximately $277. Mike approved the purchase, Bob seconded, and all in favor.

Sheriff’s Office Review:  Nothing significant to discuss.

Mail Building:  Allen noted the new Forest Service Ranger for DNP is Joe Rechsteiner, whom he will work with regarding the building. Joe has been a ranger for DNP in the past and is familiar with Pine Valley.

Treasurer Report:  Rick presented financials.  Bob approved the financials, Herman seconded, and all in favor.

Citizens Request:  No requests.

July 2023 Meeting Minutes:Herman approved the July minutes, Bob seconded, and all were in favor.

Board Member Reports:

Bob reported the success of the asphalt paving.  Sealing will be in September.

Allen mentioned that D. Hagemeyer asked if the board wanted to approach Verizon to install a cell tower in the valley.  No board action currently.

Herman – Proposal to Secure the Fire Department Communication Equipment: The communication & radio equipment is currently out in the open in the fire station. Herman suggested building an enclosed communication room using a 2×4 frame and plywood and a lockable door with a security window in the current location in the northwest corner of the station’s east bay.  It would provide a secure area for portable handheld communication equipment, some valued at over $2300 apiece.  It would keep expensive and sensitive radio equipment secure, provide a quieter and environmentally controlled area to monitor emergency radio communication, protect sensitive radio equipment from outside dirt and exposure, and protect operators from diesel exhaust fumes and loud noises that interfere with hearing emergency radio communications during operations.  The estimated cost for material and labor is $400.  The board discussed it, and all determined it was an excellent idea.

Fire Chief Report:Robert presented July’s fire and EMS report with 11 EMS calls, an assault call, and one citizen assist call.  Seven were EMS calls in Pine Valley, and two were transports by our ambulance to St. George Regional Medical Center.

Emily mentioned in the PVLAD meeting that Short Term Rentals (STR) will now require an annual fire inspection.  Robert will determine the specifics.  This item will be placed on the September agenda.

Treasurer Report:  Rick presented the financials.  Several expenses in July were reported.  Bob mentioned the expected impact fee budget is low this year, but expenses are half of what was planned so far.  Bob approved the financials, and Allen seconded, all in favor.

Citizen Requests:  Steve Shakespeare noted that a discussion on how impact fees for the PVLAD would be collected next year after the formation of the new special service district.

The next scheduled PVSSD meeting will be on September 6, 2023.
