December 7, 2022

Attending Board Members: Frank Davie, Chairman; Bob Dalley, Herman Nordbruch (attending remotely by phone)
Excused Board Member: Allen Cannon, Vice Chairman; Mike Stucki
PVLAD Assistants:  Rick Peetz, Treasurer; LaDawn Christensen, Secretary; Emily Nielson, Overlay Zone Advisor
Fire Chief: Robert Hardy
Attending Guests: Brian Davis, Claudia Davis, Mary Esther Putnam, Gene Phillips, Tom Neilsen, Jennica Crandall, Steve Crandall

Welcome:  Meeting called to order by Frank.  Prayer given by Tom, and Pledge of Allegiance led by Brian.

Pine Valley Overlay Business:  Steve Crandall requested building permit approval by the board.  After reviewing the site plan and information received, Frank and Emily reviewed the Pine Valley Overlay recommendations.  Their request was approved, and impact fee paid.

Minutes from November 2022:  Bob moved to approve, Herman seconded, and all in favor.

Board Member Reports:

Bob reported the traffic results for the pervious month.  The number of vehicles in November has increased over last year.  84% of the traffic is traveling 30 mph & below.  Rick mentioned he is waiting for a backordered part for the only Pine Valley electronic street sign not up and running.

Herman reported the last months county crime report.  Booking releases are within parameters and Purgatory has a low count of in-mates.  No significant arrests, convictions in the county or in Pine Valley.  Fentanyl is an issue in the county, vehicle thefts are spiking at trailheads and parks, and purse credit card thefts in parking lots.

PVLAD Board Liability Insurance:  Frank reported PVLAD liability insurance is covered under PVSSD until it’s dissolved.

Community Watch:  Gene reported a call-to-action radio test was held the previous Saturday.  In January a block captain meeting will be held.  Frank and Gene attended an Iron County meter radio meeting.

Treasurer Report:  Rick presented November financials.  Bob approved, Herman seconded, and all in favor.

Final Budget for 2023:  The budget was approved by Bob, Herman seconded, all in favor.

Citizens Request:  No requests or issues.

Minutes from November 2022 Meeting:  Bob moved to approve the minutes, Herman seconded, and all in favor.

Board Member Reports:  None

Special Service District Consolidation:  No updates.

Mail Building:  No updates.

Fire Chief Report:Four incidents since the last meeting, a propane leak, fire alarm, and two EMS call outs in Pine Valley.  Robert reported that Brian Davis has passed the #1 and #2 Firefighter class. Robert congratulated Brian for his efforts and volunteer work in the fire department and community.

Treasurer Report:  Rick received a grant from the State of Utah for $10,000 for fire equipment.  He presented November financials.  Bob approved, Herman seconded, and all in favor.

Budget for 2023:  Bob approved the 2023 budget, Herman seconded, and all in favor.

Citizen Requests:  None

The next scheduled PVSSD meeting will be January 4, 2023.
