PVLAD and PVSSD Meeting: Minutes of the Meeting held on October 2, 2024

October 2, 2024

Welcome, Prayer, and Pledge of Allegiance: Frank called the meeting to order.  Emily offered a prayer, and Allen led the Pledge of Allegiance.

Pine Valley Overlay Zone Requests: Prior to the meeting, Ryan Torres emailed a Site Plan and Project Information Sheet requesting a recommendation for a county building permit. Emily discussed the Pine Valley Overlay Zone and other essential items, including a new county outdoor lighting ordinance that supports dark skies. Bob moved to recommend that the county issue a building permit; Emily seconded the motion, and all were in favor.

Emily noted she attended a county meeting regarding a dark skies ordinance.  The ordinance will be implemented in the three overlay zones in the county and is more comprehensive than the Pine Valley Overlay Zone.  The more restrictive ordinance will be enforced.  Effective immediately, any outdoor light replacements must be shielded.

September Meeting Minutes: Herman reviewed and approved the September meeting minutes, Emily seconded the motion, and all were in favor.

September Pine Valley Overlay Zone Special Meeting Minutes: Kristan Sullivan asked the board to recommend to the county approval for a building permit. A brief meeting was held on September 11, following the September 4 board meeting.  During the meeting, Emily discussed the Pine Valley Overlay Zone with Kristan.  Herman moved to accept and approve the meeting minutes, Emily seconded the motion, and all members were in favor.

Board Member Reports:

Pine Valley Activities: Frank noted that the community Halloween party is on October 6, starting at 5:00 pm.  Herman mentioned a preparedness meeting on October 19 at 4:00 p.m.

Washington County Crime Report: Herman reported that Purgatory bookings and releases have declined over the last two months. He noted a possible nationwide trend of criminals jamming Wi-Fi connections so internet cameras cannot be accessed or used by property owners. They will also jam cell signals. He suggests notifying neighbors to watch your home when you are away.

Five County Report: Bob noted that the five counties in southwestern Utah include Beaver, Garfield, Iron, Kane, and unincorporated Washington. Pine Valley can apply for grants. Last year, it focused on affordable housing.

Frank mentioned the availability of the health department’s COVID shots. The health department location is currently out of the vaccines.

Community Watch: Gene mentioned a call-to-action meeting will be scheduled soon. Last month’s meeting was successful.

Treasurer Report: Rick presented the financial report. An accounting firm was hired and paid to audit the financial reports. Rick asked that the 2025 budget be added to next month’s meeting. Bob moved to approve the financials, Herman seconded, and all were in favor.

Welcome:  Mary Esther called the meeting to order.

August Meeting Minutes:Steve approved the minutes for public record, Allen seconded and all in favor.

Board Member Reports:   Bob asked Robert to explain a letter from the county commissioners addressed to the fire chiefs involved in the June Central Boneyard wildfire. Robert summarized the letter expressing the county’s appreciation for the chief’s hard work during the fire.  The county requested greater coordination, cross-training, and mutual aid within the departments involved.  Robert will respond to the letter by explaining Pine Valley’s level of training, including training with UFRA.  He will also invite the commissioners to visit our station and observe our training classes. Robert further explained our automatic and mutual aid agreements with Central and Enterprise.

Fire Department Report:  Robert reported on the fire department’s statistics for October. There were eleven callouts, all of which were EMS-related, with only one in Pine Valley and the remaining ten in Central. The department logged a total of sixty-five man-hours, one hundred eighty-two training hours, and seventy-three additional volunteer hours, bringing the total to three hundred twenty hours. There were also twelve equipment hours recorded. Additionally, two new fire department volunteers were announced.

Steve commented that volunteers run 90% of our country’s fire and EMS.

August & September Treasurer Report:  Rick reported on the financial statements for the past two months. Allen raised a question regarding expenses totaling up to $14,000 in the previous month. Rick explained the expenses, including $7,500 spent on maintenance for Engine 141.  Rick expects the department to have around $76,000 to roll over into the following year.  Under donations, $991 was raised from the sale of PVFD shirts, and the Elks have donated to the fire department.  Rick also noted that forty-one property owners have not paid their assessments, and their names have been forwarded to the county. He requested an initial budget review be added to next month’s agenda. Bob approved August and September financials, Allen seconded, and all were in favor.
