November 1, 2023

Welcome, Prayer & Pledge of Allegiance:  Meeting called to order by Frank.  Frank provided the prayer, and Herman led the pledge.

Pine Valley Overlay Business:  The board discussed the pending Kelsch project that was approved by the board last month and has not been paid.

October Meeting Minutes:  Herman approved the minutes, Bob seconded, and all in favor.

Board Member Reports:

Frank noted the well-attended Halloween party.  He mentioned the PVFD Open House had approximately 50 people attend.

Bob reported the traffic is half of what it was in 2021 during COVID.  Usually, 80% of the traffic travels 30 mph or below.  He noted traffic is much faster than 2021.  Bob asked Rick about the insurance recovery from the wind-damaged sign; Rick responded that it was approximately $1200.  Rick noted we spend about $1800 a year on traffic sign software.  Bob asked if the signs were worth it, and Allen said it was money well spent and a good deterrent.  Frank asked the board if they saw the Sheriff patrolling often enough, and all responded yes.  Allen will visit the Sheriff’s Department and provide the traffic sign data for their review of the trends.  It will be added as an action item.

Herman reported the bookings, releases, and population at the Purgatory Correctional Facility are within parameters.  Herman explained a property crime in the valley where strangers took some building material and tried a homeowner’s door. Tom mentioned the importance of reporting illegal activity.

Mike mentioned the five-county is encouraging COVID-19 vaccines and the risk of RSV.

Community Watch:  Gene encouraged anyone seeing unusual activity to report it to him or their block captain.  Community Watch was at the PVFD Open House, and many watch members brought their radios in and asked questions.

Sheriff’s Office Review:  See Allen’s comments in the Board Member Reports.

Community Center:  Allen spoke with the district ranger regarding the property, and they do not want to do the administrative work for small pieces of property.  They will speak with Commissioner Snow about doing a property swap.

Treasurer Report:

Rick previously supplied the September and October financials that required board approval.  Bob moved to accept the September and October financials, and Herman seconded, all in favor.

Rick confirmed we received the new traffic sign, which was $1200.  Rick asked the board if they would approve the sign monitoring data for $1350, noting the new sign will have one year of software data already included.  Allen approved, Herman seconded, and all in favor.

Preliminary 2024 Budget Review:

Rick mentioned the budget ties into the PVSSD budget and suggested it be discussed in that meeting.  Steve Shakespeare noted that the county is targeting February to begin the new combined special service district, which impacts the budget for 2024.

Welcome:  Meeting called to order by Bob

October Meeting Minutes:Herman approved the minutes, Allen seconded, and all were in favor.

Board Member Reports:

Steve Shakespeare commented that the new consolidated PVSSD could change its name in the future if others in Central and unincorporated Enterprise don’t like it.  A 90-day comment period is upcoming.  A December public hearing will be announced, and Steve encourages Pine Valley residents and others to come.

Bob reported that the invoice for Red Rock Paving is $30,670.80.  The fund-raising dinner committee will pay $22,000, and the fire department will pay the remainder.

Allen presented a state auditor’s report regarding impact fee reporting.  Rick mentioned that what we turn into the state is not much different than what is in the report.  Allen mentioned errors the state sees as non-compliant, and Pine Valley has not had any non-compliance issues reported from the state.

Fire Chief Report:Tom reported two callouts in October, both EMT calls for a traffic collision and a home alarm, which were canceled.  4-man hours and 0 equipment hours were reported.  Brian presented a detailed statistical report of the fire department and EMT number of calls, types of calls, location area, if the call was for a Pine Valley resident or visitor, a time-of-day breakdown, average responders per call, and estimated personnel hours involved.  The report breaks down the training hours by volunteer fire and EMT personnel and the total hours volunteered.  The report includes all individual volunteers and their at-station, on-scene, and total response count.  Brian and Claudia gathered the data.

Short-Term Rental (STR) Fire Inspections:  Tom noted that this is ongoing, and Chief Hardy will follow state fire codes for all Pine Valley STRs.  He presented and handed out the Hurricane Valley Fire District Vacation Rental Requirements.

Treasurer Report:   Rick reported the October financials.  Mike approved, Herman seconded, and all in favor.  Rick noted that all unpaid impact fees have been sent to the county for collection.

Preliminary 2024 Budget Review:

The board reviewed the budget prepared by Rick. Declined this new proposal and will hold it until after the county completes the northwest fire district assimilation. Rick will file the data again from the 2023 budget for 2024 with the State of Utah in December, then revise it as necessary when and if we combine districts.
