Pine Valley Local Administrative District Board Meeting
August 7, 2024

Welcome, Prayer & Pledge of Allegiance: Frank called the meeting to order. LaDawn provided the prayer, and Robert led the Pledge of Allegiance.
Pine Valley Overlay Zone Requests: No requests.
July Meeting Minutes: Herman proposed they be accepted for public record, Emily seconded, and all in favor.
Board Member Reports:
Pine Valley Activities—Frank noted a well-attended water storage activity the previous Saturday. The annual Pine Valley Fund-Raising Dinner is this Saturday.
Traffic Report—Tom reported that the traffic reports from the electronic signs are now organized for the sheriff’s department. These reports will guide them to peak areas and times when traffic is the strongest and where vehicles are speeding the most.
Washington County Crime Report – Herman reported that bookings, releases, and the population of Purgatory are down from last month’s high. He noted a report from a residence in Central that a home in Dammeron Valley was broken into. They pose as a delivery person to check if anyone is home. Herman reported on social media. Sheriff is aware and said the description and information on social media is accurate. No report of any crimes in Pine Valley.
Community Watch: Tom reported a Community Watch meeting on August 17th. A representative from Dixie Power will be present to answer questions regarding power outages and the grid. Herman will refresh on nuclear emergencies, and Gene will go over communication.
Sheriff’s Office Report: Discussed under the Board Member Reports.
Treasurer Report: Rick reported on the July financials. Herman approved the financials, Tom seconded and all in favor.

July Meeting Minutes: Emily approved the minutes for public record, Allen seconded and all in favor.
Board Member Reports:
Allen thanked Duane for his service in keeping the dump in order. They discussed placing cameras. If the dump continues to be a problem, the county will shut it down, and residents in Pine Valley will be required to use Central. Allen thanked Herman for his crime report in the PVLAD meeting and for informing us about what was happening around us.
Emily heard from the county about how to allocate donated funds for the fire department and forwarded the information to Rick.
Fire Department Report: Robert reported the fire department’s July statistics. There were seven callouts, with two fire calls, one in Central and the other a false fire alarm in Pine Valley, and five EMS calls, all of which were in Pine Valley. Three hundred and sixty-one total volunteer hours, which include response, training, and other hours reported. Nine equipment hours were reported. Upcoming training included UFRA forceable entry fire training in August. Landing zone training and extraction training in September.
Robert presented a Tables and Chairs Loaning Agreement for residents in the valley who asked to use the fire department’s tables and chairs. The agreement outlines what is required and includes a deposit of $50. Emily asked if cash or a check is required and if this solves the problem Robert mentioned last month. Robert replied that it does. Emily asked the board if all were on board, and they were. No motion was required. Emily would like to follow up on this issue in six months.
Robert asked the board what the station’s policy is for unleashed dogs. All agreed that all dogs should be on a leash.
Treasurer Report: Rick reported the financials. Many expenses in the last month, including bins for EMS storage, batteries, ice rescue equipment, insurance, workman compensation, office supplies, SBA equipment, and a heating FLIR unit. Rick sent out assessment fee late notices. Impact fees are more than budgeted. Emily asked about the new radios and Robert said they are in the process of ordering them.
