Pine Valley Special Services District Meeting on January 6, 2016 at 6:00 pm

 

Attending Board Members:  Mary Esther Putnam, Chairwoman;  Allen Cannon, John Nichols and Herman Nordbruch

Also Present:   Rick Peetz, Treasurer;  Gerald Schiefer, Fire Chief;  Rachel Carignan, Acting Secretary

Absent:  Dall Winn and Fred Pendleton, Recording

 General Business

Mary Esther called meeting to order at 6:00 pm, and Gerald led the Pledge of Allegiance.

Welcome New Board Member

Allen Cannon was welcomed as a new member to the board.  Everyone agreed he would be a great help to the board.

Meeting Minutes

Minutes of the Meeting for December 2, 2015 were read by each Board Member.  Herman motioned to accept the Minutes, Allen seconded the motion and all else were in favor.

Building Permits

There was no business pertaining to Building Permits.

Board Member Reports

Mary Esther asked Allen to work with Rick and to be a signature on all the accounts.  Allen agreed.

Herman brought up an article in the Spectrum discussing an ordinance in St George restricting Bed and Breakfast within the city limits.  Mary Esther asked Herman if he would get together with the County Attorney and see if we could have a similar ordinance.  Allen said as we have no commercial overnight lodging it’s a problem.  We need an outline of policy with our rentals to address the additional cost of the fire department, additional impact fees, additional cost of sheriff coverage, missing persons, loud late parties, inappropriate fire places and many other matters that have come up.  John felt that the LAD Board should deal with these problems.  But it was decided the two Boards can work together on this matter.  Gerald mentioned that we cannot put together an ordinance, it has to come from the County.  It was decided to continue looking into this matter.

John said the roads are pretty well cared for and even the road to the Gray Ranch and Grass Valley are open.

Mary Esther mentioned to put Select Officers on the agenda for next month. She also brought up the gate at the end of Main Street suggesting we put something in writing and submit it.  Allen suggested designing what we want and putting it with the application.  It was mentioned that the Forest Department has nothing to do with the fence.  Tom from the audience mentioned a parking lot next to the gate for the trail head might be possible.

Firechief  Gerald went over the report for the month.  After that he introduced Laurett Winterton who introduced Jay Windover and Rick Peetz as two new EMT’s in the Valley.  She gave jackets to them and pictures were taken with their new jackets.  Then Gerald introduced Frank Davie to present the Documentary on the Britton Shipp UTV accident made by Dixie State University.  It was enjoyed by all. Next  Gerald introduced Scout Master Tem Stoddard.  The Boy Scouts are having their Klondike Winter Camp in the campground for this weekend and next weekend.  There will be 1000 scouts each weekend.  Then Rick presented the new ATV 6 Wheeler Service Vehicle for the Fire Department.  Pictures were shown with an ambulance bed in the back with a seat for an EMT to sit beside the patient and another option that carries 85 gallons of water and a pump, and also a place to carry backpacks.  They are deciding on which options would better serve our community.  Then Frank Davie, Assistant Fire Chief, explained the Winter Fire School and the 2016 Training Schedule.  Laurett explained CPR Training with six Certified Instructors available.  It was brought up the Fire Service Reimbursement Recognition should be put on the agenda for next month.  Gerald ended with the fact that when the Sheriff is parked at the Fire Station, traffic slows down.  Someone mentioned we should buy an old Police car and part it there.

Treasurer Report:   Rick Peetz read and explained the “Balance Sheet” dated December 31, 2015, the “Profit & Loss Sheet” dated December 2015, the “Profit & Loss Detail” dated December 2015 and the “Profit and Loss Budget vs. Actual” dated January through December 2015 in detail.  Everyone agreed Rick is doing a fine job.

Allen motioned to adjourn the meeting at 7:00 pm, John seconded and all in favor.

The next scheduled PVSSD meeting will be Feb. 3, 2016 at 6:00 pm.
