Pine Valley Special Services District Meeting (PVSSD): Minutes of the Meeting held on August 7, 2019

Attending Board Members:  Mary Esther Putnam, Chairwoman; Bob Dalley, John Nichols, and Dave Codding

Also Present:  Steve Shakespeare, Fire Chief; Rick Peetz, Treasurer; Rachel Carignan, Secretary

Absent:  Allen Cannon

Guest:  Frank Davie, Gerald Schiefer, Hermon Nordbruch, Larry Gardner, Ed Anderson, Duane Krohn, Audrey Krohn, Jan Brown, Dan Brown, Gordon Poppitt, Robert Hardy, Rick Albee, Marion Henrie and Marcia Goates

General Business Mary Esther called the meeting to order at 6:00 pm.  Bob led the Prayer, and

Dave led the Pledge of Allegiance.   The Minutes of the June 5, 2019 Meeting were read by each Board Member.  Bob motioned to accept the Minutes, Dave seconded the motion, and all were in favor.

Building Permits to Review None.  Rick reported 16 Fees have been paid this year, 5 Remodels and 11 New Houses.

Board Member Reports Mary Esther brought up the combining of the PVSSD and the PVLAD Boards. Larry who was representing the PVLAD in combining the two Boards, explained he had spoken to Eric Clark, the County Attorney over Special Service Districts.  He explained that we could have the same members on both Boards, but there would be one meeting on Fire Department and a second meeting on Law Enforcement.  Bob suggested to increase the Board to seven members.  It was decided to put on both Agendas for next month.  Larry also asked about the signs.  Rick explained one of the signs was not working properly, but after much work, it is now working somewhat.  He will report next month on the signs.  Larry suggested we should monitor the signs for placement.

Fire Chief Report Steve went over the eight incidents in June and nine in July.  Steve wants to sell the 1987 Truck.  It was decided to ask a selling price of $5000.00.  It will be offered to the Fire Fighters and Town Residents first.  Sealed Bids must be back by next meeting.  Rick Albee presented reflective Home Signage to be placed outside your fence on your driveway entrance.  They are visible and would make your home easier to find in an emergency.  He explained it would cost app. $15,000 for all residents.  It would be done over 3 years of $5000 each year.  A County Ordinance says all homes have their house numbers visible.  Bob suggested we let go until next month.  Bob moved and Dave seconded to put on agenda for next month, all else in favor.

Treasurer Report   Rick read and explained the “Profit and Loss Sheet” dated July 2019, the “Profit and Loss Detail Sheet” dated July 2019, the “Profit and Loss Budget Performance” dated January through December 2019, the “Balance Sheet Previous Year Comparison” dated As of and July 31, 2019, and the Edith Green Fund “Profit and Loss Detail Sheet” dated January through July 2019.  Rick showed us a copy of the PVSSD Impact Fee Schedule Revenues on Hand FY Ending December 31, 2019 and explained the Sheet.  Dave motioned to accept the financials and Bob seconded, all in favor.

John motioned to adjourn, Bob seconded and all were in favor.

The next scheduled PVSSD meeting will be September 4, 2019 at 6:00 pm.
