Pine Valley Special Service District (PVSSD): Minutes of the Meeting held on June 7, 2017

Pine Valley Special Services District Meeting on June 7, 2017 at 6:00 pm

 

Attending Board Members:   Mary Esther Putnam, Chairwoman; Allen Cannon, Herman Nordbruch. John Nichols and Dall Winn

Also Present:  Rick Peetz, Treasurer; Steve Shakespeare, Fire Chief; Rachel Carignan, Secretary

Guest:  Ford Nothington, Bruce Bergeson, Frank Davie and Bob Dalley.

GENERAL BUSINESS

Mary Esther called the meeting to order at 6:00 pm.  Dall led the Pledge of Allegiance and Allen led the prayer.

The Minutes of the May 3, 2017 Meeting were read by each Board Member.  Herman motioned to accept the Minutes, Allen seconded the motion and all else were in favor.

Building Permits to Review

A Building Permit was presented to the Board, located on Main Street west of Mike Pickett.  Scott Sullivan represented Ron and Linda Brachen.  After discussion it was approved and signed by Dall, Mary Esther and Herman.  Another plan had been signed for an addition plus another plan for a home.

Board Member Reports

Mary Esther started a discussion on the rental units that come under the County.  Mary Esther told us the little white house on Main Street sold to Mitzi Sullivan.  She suggested we could talk to her about rentals.  John agreed we should have some control over the difficulties that rentals cause.  Allen had some suggestions and Dall agreed making people be aware of fire and other problems.

John Nichols brought up the improvements on the two cattle guards that have been fixed.  He also mentioned the ones that might be fixed next year.

Fire Chief Report We had seven incidents this month.  Steve checked the fire hydrants.  Some are lower and some are older and may not take extensions that are needed.  He also told us the two recently purchased trucks are in Enterprise getting painted and radios installed.  Allen asked if we are having the dinner this year.  This is still being discussed.  He brought up the Forest Department who has started the survey for the fencing on the perimeter.

Treasurer Report:  Rick said the trucks have their radios, and their titles are here.  He explained the Utah Association of Special Districts and said they could use a donation.  Mary Esther suggested we send them $100, and Herman seconded, all else were in favor.  He has sent proposed projects to the Five County Association for help in our projects.  He also passed out the Firefighter Class Participation hours for 2016. He discussed the firefighters and the EMT’s.  He showed a draft copy of the invoice going out this month for the Annual Fire Assessment fee.  Also, a letter from the board and one from the Fire Chief.  Everyone was happy with the packet.  Audits are done and certified.  Rick read and explained the “Balance Sheet” dated May 31, 2017, the “Profit & Loss Sheet” dated May 2017, the “Profit and Loss Detail Sheet” dated May 2017 and the “Profit and Loss Budget vs. Actual Sheet” dated January through May 2017.

John motioned to adjourn the meeting at 7:00 pm.  Dall seconded and all were in favor.

The next scheduled PVSSD meeting will be July 5, 2017 at 6:00 pm.
