1. General Business:
a/b. Welcome – Meeting was opened by Mary Esther (Chair) at 6:02
c. Meeting Minutes for 8-10, 2011 were reviewed. Dall motioned to approve the minutes. Spence seconded the motion. Motion carried.
d. Pine Valley Building Permits Reviewed: N/A
e. Fire Dept. Policies and Procedures Training: Reported by Gerald and George. The training was led by Curt Valone, lawyer. He taught how fire departments are magnets for lawsuits. We should have detailed written policies on EVERYTHING. Individuals have state immunities, but our department as a whole has zero immunities. Everything from driving the trucks to sexual harassment. George’s take is that it is more of a higher issue that might filter down to us. The Internet was a big subject – who can use it, what are they allowed to view, etc. They had a book that gave a few examples of policy issues, but only to use as a place to start. Gerald said that policy and procedure issues will be the topic of the next Chief’s meeting. Dall stated that we do already have basic written policies for our department, though they might now be outdated and also probably need to be much more specific. We should check to see if a bigger organization already has these policies in place that they would allow us to tailor to suit our own needs.
f. Fire Chief – Gerald (see report). Professor Sthultz made a presentation in Las Vegas that might be of interest to this town. It is about identifying theft, ways to protect ourselves and our personal computers. It is about a 2-hour presentation. He is willing to do it and we would love to have him.
Mary Esther: Talked about problems with her water bill and how we all need to be diligent about checking the bills.

Jeff: The road people finally figured out where Lloyd Canyon is – they have probably sent 40 truck loads of road base there to fix the street! * To prevent further flooding, residents will need to buy the culvert, but right now the County is offering to put them in. * The County keeps their equipment on the back lot of the fire department. It is out of our way. In return, they plow the fire department and post office parking areas.
Dall: Cost of sending EMT’s to Salt Lake for training will be $285, plus expenses. Dall suggests to send everyone who is willing to go for training. Gerald said that he also has several that are interested in becoming Basics, but he is leery of a few because he is afraid they might not be as committed as we would like them to be. Mary Esther added that a good many of our calls are not even in Pine Valley, but are in Central. Central will NOT get their own EMTs because of the liability for their SSD. Why should they when they have us? * Dall brought up the subject of impact fees and how that should be approached with people who are demolishing one house in order to build another. Is there a difference between that and people who add additions to their existing home? Should we amend our impact fee structure to reflect this type of situation? * Dall and Jeff will attend Special Service District training.
