Pine Valley Special Service District Meeting (PVSSD): Minutes of the Meeting held On October 1, 2008

Attending Members: Mary Esther Putnam (Chair); Dall Winn; Jeff Gardner; Spence Beckstrom; John Nichols

Also Present: Gerald Schiefer (Fire Chief); George Cropper (Treasurer); Beverly Udell (Secretary).

1.  General Business:

a/b. Welcome – Meeting was opened by Mary Esther (Chair) at 5:06 PM and the Pledge of Allegiance was said.

c. Minutes: The Minutes from the meeting held on September 3, 2008 were read by each Board member individually.  Dall motioned to approve the Minutes as corrected, John seconded that motion and all else approved.

d. Pine Valley Building Permits Reviewed: Jim Soltis was building a garage that was too high, so he decided to add living quarters to it.  The structure is on a second piece of property than what his house is built on.  The address is 844 W. Carter Cir.

Rob Tersini Report: Rob wanted to respond to Gerald’s report from last month stating that there was still concern in the Valley about ATV usage, and how people seem to watch for the deputies to leave the Valley in order to ride however they want.  Gerald did reiterate that things are so much better than they were before the deputies started patrolling. Rob wanted to know if we are wishing the extra coverage to extend past Labor Day.  He stated because of County budget cuts, they haven’t added any new sheriffs in the past 3-5 years, even though the County population has grown – which in turn makes coverage very thin.  Deputies are now running without any backup. Gerald felt that the #1 problem in the County as a whole right now is law enforcement, simply because the coverage is too thin.  He contends that Rob and crew are doing a great job with the limited resources that they have. Rob also reminded everyone that the deputies are not allowed to stop people without probable cause. He also stated that ATV and Side-by-side laws are exactly the same, but problems continue to grow with Mules and golf carts. Spence suggested the extra law enforcement for Pine Valley to go through the end of October.  The rest of the Board was in agreement, focusing especially on Saturdays.

e. Board Member Reports:

Mary Esther:  N/A

Spence:  Local District – is on the November Ballot, where the people of Pine Valley can vote on it at that time.  Spence will get information to Beverly to post a notice in the Post Office regarding the vote.

Jeff: He is continuing to work on getting road barriers for Dead Man’s Curve.  Mary Esther suggested for Jeff to continue working with Dall and George.

Dall: Beverly, Jamie and Gae will be attending a conference in Salt Lake for EMT training.  Approval is set for mileage, hotel, conference, food costs, etc., for them to attend this conference.  Last month we approved the costs for uniforms for Beverly, Jamie and Jannie.

Fire Chief – Gerald:  See attached report.  The Forest Service gentleman gave a report on the fire on Pine Valley mountain.  It is just about out, but we might still see some smoke.  The wilderness area is mandated by congress to be left alone, so we are watching it closely.  As far as fires go, this one has done everything they have wanted it to, except they wish it could have burned just a little bit longer because it is really health for the landscape of the mountain.  Another fire started on Sunday up by the summer homes because of a lightening strike.  They put that one out. About 20 acres burned there.  They understand that these fires have been a smoke inconvenience for residents, but they would much rather see a little smoke now than a huge fire later.  These mini fires are really cleaning up the mountain.  Dall suggested to them that they might try to get the informational trailer out sooner to gain better town support for the fires.  There will be prescribed fire burns as soon as weather permits.

Treasurer’s Report – George:  See attached report. * George needs to schedule a 2009 budget hearing.
