Pine Valley Special Services District Meeting on June 1, 2016 at 6:00 pm

 

Attending Board Members:  Dall Winn, Herman Nordbruch and  Johnnie Nichols

Also Present:   Rick Peetz, Treasurer;  Gerald Schiefer, Fire Chief;  Rachel Carignan, Acting Secretary

Absent:  Mary Esther Putman, Allen Cannon

Guest:   Frank Davie, Laurett Winterton, Fred Pendleton, Guin Winn, Dennis ORoorke, Ed Anderson, Tom Nielsen and Steve Van Cleve

 General Business

Dall called the meeting to order at 6:00 pm, and Johnnie led the Pledge of Allegiance.  Dall told us about the Gate Project at the West End of Main Street and will be work in progress.

Meeting Minutes

Minutes of the Meeting for May 4,  2016 were read by each Board Member.  Herman motioned to accept the Minutes.  Johnnie seconded the motion and all else were in favor.

Building Permits to Review

A Building Permit for Mark and Shelly Breinholt located in the Truman Subdivision, #4, and represented by Mr. Steve Van Cleve Construction was presented.  After going over the plans, Herman, Johnnie and Dall signed the plans. The building will be about 1995 total square feet.  An impact fee for $2500.00 was assessed.

Discussion on Short-Term Rentals Proposal

Herman suggested we write a proposal for Short-Term Rentals using suggestions from other counties.  He suggested we table this until next month when Allen and Mary Esther will be here.  Johnnie suggested we look over the material until next month and prepare to draft a proposal using the important parts that apply to our community.  Frank mentioned there are 11 of these rentals units in the Valley and that any regulations have to be approved by Washington County and then regulated by the Sheriff’s Department.  This was tabled until next month.

Board Member Reports

Johnnie asked about the cattle guards and with no answer he will look into this matter.

Dall has a sign from Washington County to put on the Gate when work starts.  He also asked about the status of Fire Hydrants.  Gerald said he would look into it.

Fire Chief:  Gerald gave us a copy of the Chief’s Report 1 June  2016.  He asked Laurett to comment on the EMT call outs.  She said they had 7 for the month of May and 2 had passed.  Rick talked about the fire trucks and the future of the equipment.  Gerald mentioned how much Rick does for the Fire Department and everyone agreed.  Frank talked about 16 incidents this last month.  He talked about the ATV Brochures.  Herman suggested putting a sign by the road to promote the ATV Brochures.  Frank also mentioned that 17 Firemen and EMT’s had come together for training.  The next training in June with be on Vehicle Extrication.  Herman mentioned 6 young boys ages 8-12 shooting arrows, which the sheriff took care of.  Also, it is now a felony to assault an EMT and classes are available in protecting the EMT’s.

Treasurer Report:  Rick Peetz read and explained the “Balance Sheet” dated May 31, 2016, the “Profit & Loss Sheet” dated May 2016, the “Profit & Loss Detail” dated May 2016 and the “Profit and Loss Budget vs. Actual” dated January through May 2016.

Johnnie motioned to adjourn the meeting at 7:00, Herman seconded and all in favor.

The next scheduled PVSSD meeting will be July 6, 2016 at 6:00 pm.
