1. General Business:
a/b. Welcome – Meeting was opened by Mary Esther (Chair) at 6:00. Jeff led the Pledge.
c. Minutes: No Minutes to review due to the absence of Beverly.
d. Pine Valley Building Permits Reviewed: Received house plans for the Sorenson property. Discussion ensued regarding the need (or waiver) for an impact fee based on the fact that there was a previous home on the property that had been demolished to build the proposed home. Questions that had come up – The cabin that was demolished was owned by previous title-holder, not by the Sorenson’s. Had those previous owners been paying the annual dues? If so, should that count towards the Sorenson’s having to pay an impact fee on a new building? Dall read an opinion from the County Attorney that says “new building” construction should be assessed an impact fee, but the PVSSD Board has the right to adjust that fee based on outstanding circumstances. Do the Sorenson’s have outstanding circumstances? Most residents have been annual paying fees for many years. Even people who have been paying the annual fee, but are adding an addition to their exiting home, still have to pay an impact fee towards that addition. The old cabin on the Sorenson property was built in 1960. Spence mentioned the impact of our new building (which Impact fees help pay for) on reducing fire insurance rates. The contractor feels that there should be a reduction on Impact fee and the discussion should at least be mitigated – or he suggested having them be treated as if this was an addition to the old structure instead of it being a new structure fee. Proponents offered $1500. Dall suggested that the Impact fee be paid and the plans signed off on, and then have Beverly (Clerk) research the records history on the property once she gets back home. The Sorenson’s decided to pay the fee so they could proceed with their building plans. The subject will be researched and on the agenda for August.
e. Board Member Reports -
Dall: The Fireman appreciation dinner will be paid for by the PVSSD and not the Dinner Committee.
Mary Esther:
Spence: Regarding the cattle guard on the curve (entrance to Pine Valley) and also the one near Gray’s Ranch road. The Building Commission will pay for the labor if the Forestry Department will pay for materials. The County Road crew will do the labor and replace the timbers etc., at the cattle guards and the P.V. Dinner Committee has offered to help pay for a contractor.
Jeff: The Country may be doing more road work on Lloyd Canyon.
John: There is a lot of cattle back in the Valley and town. Residents complaining need to call the cattle owners so they can come and remove them.
f. Fire Chief – Gerald (see report). Stringent fire restrictions now in place that includes small engine operations without spark averters. It has been a busy month – Gerald expressed sincere appreciation for the efforts of the EMTs and Firefighters.
