Pine Valley Special Services District Meeting (PVSSD): Minutes of the Meeting held on November 4, 2020

Pine Valley Special Services District Meeting
November 4, 2020 6:00 pm.

Attending Board Members: Mary Esther Putnam, Chairwoman; Rick Peetz, Treasurer; Steve Shakespeare, Fire Chief; Allen Cannon, Herman Nordbruch, Bob Dalley; Larry Gardner
Absent: Kelly Poling
Attending Guest: Jan Brown, Dan Brown, Audrey Krohn, Duane Krohn, John Nichols

General Business: Allen led the prayer and Mary Esther led the Pledge of Allegiance. Meeting called to order by Mary Esther. The October 7th minutes were motioned to accept by Herman, seconded by Bob, and all in favor.

Building Permits: No new permits received.

Board Member Reports: County Commissioners Meeting Summarized by Mary Esther. Meeting consisted of chairpersons of surrounding special service districts and Dean Cox. The general feel of the meeting was that the county feels consolidating the special service districts is in its best interest. Board members felt it would be in the best interest of PV to maintain its financial independence and ownership of the facility and equipment. Other chairpersons would like to see the outcome of the feasibility study prior to making a final decision. Hurricane Valley consolidated, and the county indicated that all parties involved were satisfied. Dean Cox is on that board as well. Would PV have a significant tax increase if we consolidated and had to employ fire fighters/EMTs?

PV will need to make a decision once the feasibility study is complete.

Postmaster indicated we have only one empty box and the library needs removed. Donate books.

Fire Chief Report: Nine call outs this past month.

Treasurer Report: Rick presented the PVSSD Profit and Loss October 2020, P & L Detail October 2020, Profit & Loss Budget vs. Actual Jan.-Dec. 2020, Prev Year Comparison as of October 1, 2020, and Impact Fee Revenue Reports FY End Dec 31, 2020.

Move meeting from December 2 to the 9th.

Renewal of 9 acre with Dixie National Forest for the next 30 years. No annual fee. Larry motioned to have Mary Esther sign, Bob seconded, all in favor.

Rick mentioned grant possibilities with Five Counties. May or may not be applicable to PV.

Rick presented proposed purchases for 2021. Will Edith Green renew? Board will need to address how to get additional funds. County let Larry know that the board needs to get fee increases approved through the county. Mary Esther will call Dean Cox to clarify fee increase procedure. Bob is concerned with the optics of budget while asking for a fee increase. Rick indicated this accounting could easily be adjusted for clarification. Steve asked for approval of funds to purchase the requested needs in the proposed purchases. Bob motioned to approve need purchases, Allan seconded, all approved.

Financials motioned to accept by Bob, seconded by Larry, all in favor.

Citizens Report: Emily Nielsen was absent but let Mary Esther know there is no movement on any pending projects. John Nichols indicated he would like to see PV independent of county. Frank Davies indicated the importance of having the backup generator installed.

The next scheduled PVSSD meeting will be December 9th, 2020.

PVSSD Board Meeting adjourned by Mary Esther and moved into PVLAD meeting.

Attending Board Members: Larry Gardner, Chairman; Frank Davie, Vice Chairman; Rick Peetz, Treasurer; Steve Shakespeare, Fire Chief; Allen Cannon, Bob Dalley, Herman Nordbruch

Absent: Kelly Poling, Secretary

Attending Guest: John Nichols

General Business: Meeting called to order by Larry.

Board Member Reports: $7,500 to get plans for new post office.

Frank would like to see signs indicating cameras are being used at the dump. Herman motioned to approve sign, Allen seconded, all approved.

Treasurer Report: Rick presented the PVLD Profit and Loss Detail October 2020,  P & L Budget vs. Actual Jan-Dec 2020, Balance Sheet Prev Year Comparison October 31, 2020, Edith Green Fund P & L October 2020, E. G. Fund Bal Sheet Prev Year Comparison October 31, 2020. Remove police fund and reallocate those monies. Allen would like Rick to clarify cost and service of traffic signs. Motion to accept financials by Frank, seconded by Bob, and all in favor.

Traffic Report: More speeders on west side of town. Majority of drivers are following the speed limit. Ultimately saving PV money by not employing Sheriff.

The next scheduled PVLAD meeting will be December 9, 2020.
