MINUTES OF THE MEETING OF NOVEMBER 5, 2003

The regular meeting of the Pine Valley Special Service District Board was held on Wednesday, November 5, 2003 at the Pine Valley Fire Station Conference Room on Main Street. Chairman Ron Snow called the meeting to order at 6:00 PM, and led everyone in the Pledge of Allegiance to the Flag.

Board Members present: Ron Snow, Chairman; Vicki Frei, Vice Chairman; Lee Carlile, Ryon Gardner and Victor Christensen. Absent: Julie M. Cropper, Secretary/Treasurer. Also present: Dall Winn, Fire Chief and George Cropper (acting secretary).

Public present: Steve Robinson, Washington County Planning & Zoning Commission; Fred Pendelton, Pine Valley Historical Advisory Committee Chairman; Layne Frei, Beverly Udell, and Deborah McCallum.

Minutes of the meeting held on October 2, 2003 were read and accepted on a motion by Vicki Frei and second by Victor Christensen.

COMMITTEE REPORTS

Chairman, Ron Snow mentioned that there are no new building permits since the last meeting and that the two new constructions in progress have permits.

Vicki Frei mentioned that the Pine Valley website domain needs to be renewed by February 2004 and suggested that the board plan $100 in the budget to get a "real host" to improve service and avoid inappropriate advertising. The board generally thought that this was a good idea, but it was questioned whether or not the cost would be an appropriate expenditure under the charter and will ask the Secretary to review this for the next meeting.

Ryon mentioned that the new well is nearly on line and will be available for next summer's needs.

FIRE DEPARTMENT

Fire Chief, Dall Winn reported on the following:

NEW BUSINESS

The acting secretary passed out a tentative budget to be considered for the year 2004. The public budget meeting will be on the agenda for the December 2003 meeting. There were several questions about the budget numbers, income, and expenses in the 2002 and 2003 budget years shown. Following this discussion, Ryon Gardner moved to approve the tentative 2004 budget, the motion was seconded by Lee Carlile and carried.

It was noted that our grant income has pushed us over the "$50,000 threshold" and the district needs to have its books examined and state year-end reports approved by either a CPA or an outside auditor. The Board discussed several possibilities for doing this and whether or not it would be a conflict to have someone with Pine Valley connections do this. The Board will further consider this at the next meeting, and decide on how to select someone.

PUBLIC COMMENTS ON THE AGENDA

These issues were raised in writing to the Board members by Deborah McCallum (Pine Valley resident), relating to the plans of the new owners at the Pine Valley Lodge. Single-night rentals of houses, possible ATV/OHV rentals, and fencing were brought up by Chairman Ron Snow. He said that this Board could listen to the concerns raised but the authority of action was with Washington County Planning and Zoning Commission. He stated the Pine Valley Lodge is in a C-3 commercial zone and can be used for almost any commercial purpose with the exceptions of RV Park and Bed-and-Breakfast.

Those present discussed these issues and the following information was brought out:

Deborah will update the PVSSD Board on these issues at the next meeting.

WASHINGTON COUNTY PLANNING AND ZONING COMMISSION REPORT

Steve Robinson mentioned a proposed drinking water protection ordinance that he had provided to the Board members. Any comments can be sent to Washington County Planning and Zoning and an Email address was provided.

PINE VALLEY HISTORICAL ADVISORY COMMITTEE

Fred Pendelton said that the Pine Valley General Plan had been approved by Washington County Commission on Monday September 3, 2003. The Committee is now working on ways to track it and there may be a separate committee to work on tracking and compliance with this Pine Valley General Plan.

There being no further business Vicki Frei moved and Lee Carlile seconded a motion to adjourn. The motion carried on a voice vote and the meeting was adjourned at 7:00 pm.
