MINUTES OF THE MEETING OF DECEMBER 3, 2003

The regular meeting of the Pine Valley Special Service District Board Meeting was held on Wednesday, December 3, 2003 at the Pine Valley Fire Station Conference Room on Main Street. Ron Snow, Chairman, called the meeting to order at 6:00 PM. Chairman Ron Snow led everyone in the Pledge of Allegiance to the Flag.

Board Members present: Chairman, Ron Snow; Vicki Frei, Vice Chairman; Ryon Gardner, and Lee Carlile. Absent: Victor Christensen. Also present: Dall Winn, Fire Chief and Julie Cropper, Secretary/Treasurer.

Public present: Steve Robinson, Washington County Planning and Zoning Commission; Mike Fluharty, Mary Esther Putnam, Layne Frei, George Cropper, Carolyn Carlile, and Deborah McCallum.

Minutes of the meeting held on November 5, 2003 were read and accepted on a motion by Lee Carlile and second by Vicki Frei. Motion carried.

COMMITTEE REPORTS

Chairman, Ron Snow mentioned that two newly appointed board members will begin their terms in January. They are Mary Esther Putnam and Gerald Schieffer. Ron said he did not know of any new building permit applications and there was nothing to report from the County.

Other board members did not have any issues to raise.

FIRE DEPARTMENT

Dall Winn reported on the following items:

Dalt requested that he be authorized to use the expected $1,000 reimbursement for summer firefighting to acquire 7 new tires for the military truck. This was approVed on a motion by Vicki and a second by Ryon.

NEW BUSINESS

Mike Fluharty gave a update on issues related to the new Lodge ownership. He said residents on 900 East had signed a petition in opposition to a bed and breakfast at the Lodge and presented it to the County. The Board discussed other pending issues including horses near the residences, A TV rentals and rental of houses by the day versus by the month.

It was mentioned that the County Planning and Zoning has a responsibility to protect the integrity of the neighborhoods and this could be a test of the County's enforcement abilities and the Pine Valley General Plan which provides maintenance of the qualities of life.

WASHINGTON COUNTY PLANNING AND ZONING COMMISSION REPORTS

SteveRobinson gave a update on the water source protection proposals that had been discussed earlier. He said the issue was controversial with the Washington County Planning and Zoning and they had tabled it to get more information and will have a work meeting to help understand its potential impacts. He said it seems to be the consensus of the Washington County Planning and Zoning Commission that the Utah State and Water District should be working with individual property owners rather than instituting a blanket one size fits all regulation.

PINE VALLEY HISTORICAL ADVISORY COMMITTEE

Nothing to report.

The public and Board members present expressed thanks to Vicki Frei and Lee Carlile for the years of service they have donated to the Pine Valley Special Service District.

ADJOURNMENT

There being no further business, Lee moved and Vicki seconded a motion to adjourn. The motion carried and the meeting adjourned at 7:05 pm.
